If you put me on the Royal Mile I could happily navigate you to where the incomplete Partheon (as I called it) can be found; I have a snapshot of the same site at almost the same angle from when I was there in April of last year. It's in the park with the Nelson Monument.

It's on the top of the hill in Edinburgh. Can't remember which hill. If you were on George Street it'd be to the west and slightly to the right, almost up behind Edinburgh Waverley station. In fact, you would walk to it from there in about fifteen minutes at a gentle stroll.

The day I went up there, it rained. Not fun.

I'll settle for the name of the hill, if not the name of the actual building...

Ok in hindsight I'm going to give it to Horansome, as the building is commonly referred to as the Parthenon.

However I'm offering a second imaginary fish for anyone who can name the hill AND get the spelling right.

Calton? I'm pretty sure that's the hill the National Monument is on.
